Opportunity to build our Quality Management System from the ground up, defining how NZTA manages integrity across New Zealand’s Safety Camera System.

Te Whiwhinga mahi | The opportunity   

We are seeking an experienced quality and regulatory manager to join our Safety Camera System’s team, in the role of Safety Camera System Integrity Lead to implement and oversee the integrity and performance of the safety camera system at NZTA.

Leveraging your experience in establishing quality management systems you will influence business groups at a senior level to deliver to their accountabilities and champion effective stakeholder collaboration.  You will drive continuous improvement to ensure that NZTA collectively delivers to the safety camera system’s strategic, regulatory and system assurance outcomes.  In addition, your responsibilities will include:

  • Manage the development and distribution of operational agreements and performance measures to the Business groups responsible for operational safety camera activities. This includes performance monitoring to assess effectiveness.

  • Oversee issue, faults and risks related to the safety camera systems operating environment. This includes providing direction to internal teams to apply effective mitigations and resolutions and regularly updating the Senior Manager, Safety Camera System. •

  • Provide high level oversight of NZTA vendor agreements related to the safety camera system, working with the internal teams that hold the primary relationship to ensure adherence to performance measures and contractual obligations.

Your drive, effective working relationships and ability to identify system performance gaps in this role will be critical to the continuing success of operational outcomes.

We are seeking to appoint at a salary between $186,264 - $248,352 commensurate to skills and experience.

We are looking for a systems thinker who has proven experience in leading and establishing quality management systems in complex environments and leading at senior levels; to be successful in this role, you will bring: 

  • Proven experience influencing and working collaboratively with operational and senior leaders across a large, complex organisation to deliver strategic outcomes 

  • Experience in operationalising strategic activities through management of operational agreements and performance frameworks 

  • Experience in the resolution of operational issues, including impact assessment, risk mitigation and operational performance 

  • A high level of analytical, critical, and strategic thinking applying a system view to resolve complex issues 

  • A sound understanding of regulatory principles (including their application) is preferred.

  • Demonstrated experience working collaboratively in a matrix environment 

Qualifications:   

  • A relevant tertiary qualification, equivalent experience and/or professional certification/accreditation.

This role is part of the Safety Camera System, which is responsible for operating a network of safety cameras that encourages road users to abide by road rules (such as speed limits), and contribute towards a reduction in deaths and serious injuries on New Zealand roads.  The system covers activities across education, engagement and enforcement that are delivered through multiple NZTA business groups working together under the direction of the Senior Manager, Safety Camera System (in Te Ropu Waeture Regulatory Services).
